Le Forum social de Bombay, utile ou futile ?
Alors que des centaines de milliers d`altermondialistes, dont au moins 1 000 Pakistanais, affluent dans capitale à©conomique indienne, les mà©dias locaux montrent peu d`enthousiasme et relaient surtout les inquià©tudes des militants en quàªte d`action.

D`ailleurs, les critiques à©manent de Bombay màªme, où un groupe rà©volutionnaire d`extràªme gauche nommà© Mumbai Resistance (MR) a dà©cidà© d`organiser un contre-forum du 17 au 20 janvier. Mid Day, un quotidien populaire et bon marchà© de la ville, rappelle ainsi que “de nombreuses personnes ne sont pas convaincues par le programme et l`ampleur du FSM. Selon MR, qui rassemble 350 groupes de paysans, de membres de tribus, d`ouvriers et de militants politiques, une organisation planà©taire comme le FSM devrait plutà´t se concentrer sur la lutte contre la mondialisation. D`ailleurs, MR n`hà©sitera pas à exprimer son dà©saccord avec les armes. Les gauchistes se retrouvent donc divisà©s à cause de l`opposition entre le FSM et MR.”
Pour affirmer sa position, MR se dit en effet pràªt à recourir à la violence, voire à la guà©rilla, afin de combattre les injustices lià©es à l`impà©rialisme occidental. La mà©fiance de Feroze Mithaborwala, un jeune militant musulman interviewà© par l`Indian Express, un journal trà¨s apprà©cià© pour son indà©pendance, illustre l`à©tat d`esprit de nombreux activistes. D`aprà¨s lui, “les gens du FSM n`essaient pas d`aboutir à un vrai programme d`action. Ce n´est point un hasard si le mouvement Mumbai Resistance (MR) se rà©unit au Collà¨ge và©tà©rinaire Shahid Bhagat Singh Nagar, a quelques encablures du site du Forum social mondial. Comme un contre-forum au forum officiel. Cette coïncidence tient moins de la provocation que du symbole. Bhagat Singh à©tait un jeune indien ” combattant de la libertà© ” dans les annà©es 1930. Arràªtà© pour avoir lancà© une bombe dans le parlement, il est condamnà© à mort e pendu. Avec deux de ses camarades de la Hindustan Socialist Republican Army. Il avait 23 ans et le soutien de larges franges de la population à travers toute l´Inde. Interrogà© alors sur ses mà©thodes quelque peu brutales, il avait rà©pondu. ” Les explosions sont nà©cessaires pour faire entendre les sourds “.
Singh est aujourd´hui le symbole de la rà©sistance militante que veut incarner Mumbai Resistance.
Alors que le Forum social se penche, entre autres, sur la sensible question du racisme et des discriminations en tous genres, Mumbai Resistance rappelle que Bhagat Singh avait ” une claire comprà©hension de la question des castes en Inde “. La convergence de vues ne s´arràªte pas là . Bhagar Singh a beaucoup rà©flà©chi e a prà©sentà© ses idà©es dans plusieurs essais sur les formes de lutte et leur dà©termination par les circonstances du lieu et du moment. Notamment, il pensait que la libertà© ne serai atteinte sans la neutralisation de la classe dirigeante locale, à la solde du colonisateur.
Aujourd´hui, Mumbai Resistance se pose comme une alternative ” indà©pendante ” et ” claire ” au Forum social mondial dont elle dà©plore l´absence d´une plate-forme de lutte. Et sur le mur aux abords du site du forum, on ne peut manquer de tomber sur les slogans qui interpellent pour dire qu´ “on ne bà¢tit pas un monde par les discours “. ” màªme si les manifestations et les confà©rences contre l´Impà©rialisme sont importante, elles ne sont pas une solution “, soulignent des membres du mouvement, pour qui le Forum social est pris en otage par les Ong, elles-màªmes ” manipulà©es par le systà¨me capitaliste à travers ses agences “.
Mumbai Resistance à©voque le financement du Forum social mondial par la Fondation Ford. Lors de la confà©rence de presse du Conseil international à l´ouverture du Forum, le 16 janvier dernier, l´information avait à©tà© dà©mentie par les organisateurs. Ceux-ci invitent Mumbai Resistance au dialogue, ” parce que le Forum social est un espace de dà©bat dà©mocratique, d´à©change d´expà©riences et de formulation de proposition “. Pour l´instant, on assiste plutà´t à un dialogue de sourds.

World Social Forum opens in Mumbai
Roy is scheduled to take part in the World Social Forum and a more militant gathering known as the Mumbai Resistance due to kick off on Saturday.
The Mumbai Resistance was organised in four months by Indian leftists wary of increasing presence at the World Social Forums in Brazil of government officials and large Western non-governmental organisations.
“Their view is that globalisation can be humanized. We say globalisation must be smashed,” said Mumbai Resistance organizer Darshan Pal.

Anti-globalisation groups to raise a storm in Mumbai

However, the main challenge comes from the Left, with a cross-section of groups and movements …— extending from the Mahendra Singh Tikait-led Bhartiya Kisan Union (BKU) and farmer leader Nadjunaswamy to the Peoples War Group …— forming the Mumbai Resistance Coalition (MR-2004). The anti-WSF coalition is holding a parallel session in Mumbai to be inaugurated by well-known writer Arundathi Roy on January 17.
The MR-2004 was conceived by an international camp of radicals and peasant activists in Thessaloniki, Greece last year and denounces the WSF as “a kind of safety valve for globalisation and imperialism.”

Literally across the road, a parallel and separate meet, `Mumbai Resistance 2004 Against Imperialist Globalisation and War,` has been organised by 300 organisations from India and abroad. Anti-World Social Forum movement gains momentum in India
A parallel meet of Indian groups accusing the organizers of the Jan 16-21 World Social Forum (WSF) of indulging in “doublespeak” while trying to spearhead a campaign against globalization, begins in Mumbai on Saturday.
The groups, under an umbrella body called Mumbai Resistance (MR) 2004, are holding their own meeting in the city to coincide with the WSF. “We want to sharpen the struggle against imperialist globalization and war” says Rona Wilson, one of the organizers of MR.

Es sollte ein Schulterschluss gegen den amerikanischen Imperialismus in all seinen Formen werden, mit Aktionen, die den bewaffneten Kampf einschließen. Die Richtungskämpfe führten schließlich zur Trennung. 217 Organisationen, unterstützt von linksradikalen Gruppen, schlossen sich zur “Mumbai Resistance 2004” zusammen.

[So wie] die indische Bestseller-Autorin Arundhati Roy das WSF-Motto “Eine andere Welt ist möglich” interpretiert: “Wir wollen eine Entwicklung und Globalisierung, die den Menschen an erste Stelle setzt und nicht Konzerne und Profite.” Begeisterte Zustimmung, als sie ausruft: “Alle von uns und auch die von Mumbai Resistance müssen auf Irak schauen, weil das der Kulminationspunkt von Neoliberalismus und Imperialismus ist. Wir müssen den Widerstand in Irak nicht nur unterstützen, sondern selbst Widerstand leisten.” Bei ihrem Auftritt auf dem antiimperialistischen Parallelform MR 2004 meint Roy am Sonntag: Wenn es der frühere irakische Machthaber Saddam Hussein verdient habe, vor laufender Kamera und zur besten Sendezeit gedemütigt zu werden, “dann Bush auch”.

Aber der Ortswechsel hatte auch politische Konsequenzen. Vertreter der zahlreichen indischen Basisorganisationen wie der Dalits und der Bauernbewegung machten mit eigenen Aktionen auf sich aufmerksam. Mit dem antiimperialistischen Bündnis Mumbai Resistance erwuchs dem WSF zudem eine linke Konkurrenz.
Dann kam mit der Rede der indischen Schriftstellerin Schriftstellerin Arundhati Roy dann doch noch der Paukenschlag, der Auswirkungen selbst in den Büros von Organisationen hat, von deren Existenz man sonst selten etwas hört. “Arundhati Roy spaltet die Globalisierungsbewegung und liefert den Besatzern die Legitimation für weitere Gewaltakte”, kritisiert Jürgen Grässlin, Bundessprecher der Deutschen Friedensgesellschaft – Vereinigte KriegsdienstgegnerInnen (DFG-VK). Denn wenn die Schriftstellerin Roy beim Weltsozialforum in Bombay fordere, die Bewegung müsse Teil des Widerstands im Irak werden, “dann legitimiert sie auch den militärischen Widerstand”.

Bush verdammte Roy, die für die Besetzung des Irak “radikale Antworten” anregt: “Wenn wir wirklich gegen Neoliberalismus und Imperialismus sind, müssen wir den Widerstand im Irak nicht nur unterstützen, sondern selbst zum irakischen Widerstand werden”, rief sie. Sie will, dass Gegner der Globalisierung zwei US-amerikanische Konzerne “schließen”, die vom Krieg profitierten.
Nach Auffassung vieler Teilnehmer des Weltsozialforums war dieser indirekte Aufruf zur Gewalt ein Verstoß gegen die Prinzipien der Veranstalter, Offenheit, Toleranz und Gewaltfreiheit. Roy trat auch bei der Gegenveranstaltung “Mumbai Resistance 2004” (“Bombay Widerstand 2004”) auf, die militante Gruppen nicht ausschließt.

Globalisierungskritik mit neuem Akzent
Auch eine Opposition leistet sich das Forum: Mehr als einhundert linksradikale Gruppen haben s”; zusammengeschlossen, das in eine Anti-Kriegs-Demo zum amerikanischen Konsulat münden soll. Ideologische Grabenkämpfe hat im Vorfeld eine Klausel in der WSF-Charter verursacht, die bewaffnete Widerstandsgruppen von der Teilnahme am WSF ausschließt. Davon betroffen sind maoistische Guerillagruppen in Indien, Nepal, den Philippinen und in Lateinamerika. Die rund 250 im “Mumbai Resistance 2004”; zusammengeschlossenen Gruppen, hauptsächlich Spaltprodukte der bewaffneten Agraropposition der Naxaliten, werfen dem WSF vor, die direkte Konfrontation mit den Herrschenden zu scheuen. Das Widerstandsforum will an die globalisierungskritischen Demonstrationen von Seattle, Prag und Genua anknüpfen, wo es zum Teil zu heftigen Straßenschlachten mit der Polizei kam. Die Militanten grenzen sich von den Sponsoren des WSF ab, zu denen “Handlanger des Imperialismus”; wie die amerikanische Ford Foundation und die deutsche Heinrich Böll Stiftung gehörten. “Mumbai Resistance 2004 stimmt mit unseren Zielen prinzipiell überein, es ist ein Teil des WSF”;, wiegelt dagegen Indiens Böll-Chef Mukul Sharma ab: “Die Stärke des Forums ist gerade seine Vielfalt.”

Globalkritik boomt in Bombay
